Sometimes, I remember the conversation.
　I was 23 years old. I was on the seat in the bus running from Tijuana,
Mexico to Los Angels, U.S.. The man who sat the same seat was Oats, a
Mexican. He dealed in toys and was living in Los Angeles with his wife
and two children. We talked in English.
"Do you think Americans are superior ?"
　He happened to ask me then.
" No, I don't think so."
　I shaked my head and answered. Oats smiled and said.

"Me, too. Each American is not great. But, when they united, they would
be great. See the sight."
　He said and indicated outside. There was a sight of rough desert
around the bus.
"Do you mean the prosperity of U.S. ?"
　I asked him and he answered "yes". In my brain, the image of the
skyscrapers of New York rose and the sight of low houses of Tijuana rose
next. I asked him.
"Oats, have you ever been to Japan ?"
"No."he answered. We were talking like this in the Greyhound's bus
running on the highway to L.A..

　January of 1998, Independence, the aircraft carrier of U.S. started
its voyage from Yokosuka harbor, Japan to reach Persia Gulf as a change
of Nimitz on February. George Washington, another aircraft carriers has
been already there, thus, the U.S. Army made up their arrangement for
attacking Iraqu.
　This sight seems like one of 1960's, President Kennedy's years
when U.S. faced Cuba Crisis. CIA of U.S. made their effort to break Iraq
govermant of Saddam Hussein down by organizing anti-Hussein group inside
Iraq and spending tens of million dollars for it and failed. In 1990,
Iraq occupied Kuwait. The ceveral countries's armies mainly led by U.S.
attacked Iraq 1991. That was a big show of high technique weapons by
U.S.. So, I take it for granted that Iraq can not trust U.S..

　This time, Iraq refused to accept U.N. weapons inspectors that
were organized almostly with Americans. Accepting it without any
restriction may mean for Iraq to be a slave country of U.S.. U.S. is
about to begin war against Iraq that have done nothing as war action.
　It may be bad to make and hold the genocide weapons. But, how
about U.S. ? Can U.S. goverment accept U.N. weapons inspectors for
their nuclear weapons ? It is bad to refuse the decision of U.N..
But, how about Israel ? Why U.S. don't attack Israel ? Is it modern
common sense to shoot someone who only seems to have a knife in his
pocket ?

"Do you think that U.S. ought to be the police of the world ?"
　Oats, a Mexican asked me so then in the Greyhoud bus. I answered.
"No, Absolutely. Do you think that Mexico ought to be the police of the
world ?" (Japan is out of the question.)
"No, because no one can treat the world fairly."
"Right. Oh, how I wish I were a police of the world."
"That's the dilemma of the world."
　Oats said and laughed. And he added.
"I love Americans and any other countries' people. Though every person
is good, people only become to be bad when they united as a nation."
　I really agree with him.
( Fortunately, the crisis between U.S. and Iraq has gone after I wrote
it. It is said that the President of U.S. don't have necessity to burn
U.S. people's curiosity about Iraq any more, because his sexual scandal
disapered. And after then, the son of the father, President Bush Junior
invaded Iraq as you know. They say that it caused from the struggle for
oil of Far East.)

ときどき、あのときのことを思いだす。
　あのころ、自分は23歳。メキシコのティワナから国境を越え、アメリカのロサ
ンゼルスへむかうバスに乗っていた。となりの座席には、メキシコ人がすわって
いた。オーツという名の玩具商だった。ロサンゼルスに奥さんと２人の子どもと
暮らしている人だった。いろいろな話をしたが……。
「アメリカ人は優れていると思うかい？」
　ふと、オーツはそう聞いてきた。
「思わない」
　自分はかぶりをふった。オーツは、にやりと笑っていった。
「わたしも思わない」

　そして、ひと呼吸おいてから、
「ひとりひとりのアメリカ人などぜんぜん大したことない。でも、大勢寄ったら
どうだろう。見たまえ、あれを」
　オーツは窓の外を示した。窓の外には荒れ地が広がっていた。
「ひょっとしたら、アメリカが繁栄していることをいいたいのか？」
　聞くと、オーツはそうだといった。摩天楼の立ち並ぶニューヨークが思いださ
れ、またティワナの低い家並みが思い起こされた。
「オーツ、きみは日本にいったことがあるかい？」
「いや、ない」
「そうか」
　ハイウェイを走りつづけるグレイハウンド・バスのなか、自分たちはそんな途切
れがちな会話をかわしていた。

　1998年 1月に日本の横須賀港を出航したアメリカ軍の空母インディペンデンスは、
翌 2月にペルシャ湾につき、前年から現地に展開していた空母ニミッツと交替した。
ジョージ・ワシントンと合流し、これでイラク空爆の準備が整ったわけだった。
　この状況は、1960年代のケネディー政権時代のキューバ危機とよく似ている。
アメリカは過去に、ＣＩＡの工作でイラク国内に反体制勢力を作り、数千万ドル
の資金援助をしてきた。イラクのサダム・フセイン政権はこれを弾圧し、反体制
グループの幹部は処刑され、多くの反体制派が海外に亡命した。勢いづいたイラ
ク軍は1990年にクウェートに侵攻した。これに対し、アメリカを主力とする多国
籍軍は翌年はじめ、湾岸に大ハイテク兵器ショーをくりひろげてイラクを叩いた。
イラクは国連の視察団による国内調査という条件を飲んで、停戦が成った。が、
国連調査団の80パーセント以上はアメリカ人で構成されていた。事実上、アメリ
カからの派遣団といってよかった。この調査団を無期限、無制限で受け入れるこ
とは、ある意味でアメリカの属国化を意味する。イラク側がアメリカを信用でき
ず、調査団を拒否したのは当然ともいえる。そしてアメリカ軍は、まだ侵略行為
をしていないイラクに戦争をしかけようとしている。

　大量殺戮兵器を保有するのは、悪いことにはちがいない。では、もっとすごい
兵器をもつアメリカはどうなのか。アメリカは、特定の外国籍をもつ人ばかりで
構成された兵器視察団を受け入れることができるだろうか？ 国連決議に背いた
のはよくない。では、イスラエルに制裁はないのか？ ポケットにナイフをもっ
ていそうだからと、先にピストルをぶっぱなすのが、現代的な常識として正しい
のだろうか？
「きみは、アメリカが世界のポリスとなるべきだと思うか？」
　そう、あのとき、グレイハウンド・バスのなかで、メキシコ人のオーツはそう
問いかけてきたのだった。自分は答えた。
「思わない。とんでもないことだ。きみはメキシコが世界の警官たるべきだと思
うか」
「思わない。世界を公平な目でみることなどできないだろうから」( この役割において、
日本は論外だろう )

「そうだな。……ああ、ぼくが世界のポリスだったらいいのに」
「それが世界のジレンマだ」
　オーツはそういって笑い、こうつけ加えた。
「わたしはアメリカ人も、どこの国の人も好きだ。しかし、集団となって、国
となるとよくないのだ」
　まったく同感だ。
(……幸いアメリカ軍のイラク空爆は、この文章を書いてしばらく後回避された。
クリントン大統領のセクハラ疑惑が消滅し、米国民の関心をイラクのほうへ向け
る理由がなくなったからというのが有力な理由だといわれている。その後、ブッ
シュ(息子)大統領によってイラク侵略がおこなわれたのは、ご存じの通りである。
こちらは中東の石油の利権争いがほんとうの理由だと言われている)
